Promoting Legal Mineral Trade in Africa: new policy approaches

This paper was presented in March, 2011, at an Accra conference hosted jointly by the United Nations Industrial Development Organization (UNIDO) and the Ghana Ministry of Trade and Industry. It focuses on current proposed approaches to encouraging mineral trade for development in Central and West Africa, noting that too often, attempts to mitigate negative growth aspects in resource-rich areas have been led by Western or business priorities. Instead, its authors argue, what is needed is a recognition of the special context and issues facing resource-rich African states, and broad support for the idea that "natural resource management initiatives should be a national project led by the government and citizens for the benefit of the country."
