Social Control and Public Debate on Petrobras, Vale and Pre Sal

IBASE is creating a network of informed partners who can effectively monitor the operations of large oil and mining companies in Brazil.

Natural gas and petroleum have recently gained importance in Brazil’s economy, particularly following the 2007 discovery of Pre-sal oil reserves that could make Brazil a major producer in Latin America. The discovery of new natural resource reserves and an increase in extractive activities that have accelerated economic growth have not been accompanied by sufficient public policies solutions for social inequalities and environmental problems. 
Spurred by the announcement of two new major extractive projects in Brazil, the Brazilian Institute of Social and Economic Analyses (IBASE) is laying the foundation for effective monitoring by:

  • • Identifying the social and economic impacts of  the two principal companies in Brazil’s oil, gas and mining sectors.
  • • Designing a monitoring strategy for IBASE’s network of civil society members, members of the public in producing regions and academics.
  • • Tracking relevant developments in Pre-sal oil exploration and publicizing the information; creating a platform for civil society groups to monitor and discuss these developments.
  • • Organizing workshops for civil society representatives from Brazil and other Latin American countries to refine their monitoring methodology. 

With RWI support, a consensus among Brazilian civil society is emerging on how to advocate for better extraction company practices.

IBASE is dedicated to building democracy by fighting inequalities and supporting citizen participation. IBASE’s activities focus on influencing public policies and promoting a democratic environment in Brazil which allows for the enhancement of personal rights and freedoms.
