Raising Stakeholder Awareness of Uganda’s Oil Sector

The Africa Institute for Energy Governance (AFIEGO) is facilitating collaboration between Uganda’s parliament, civil society organizations (CSO) and the general public to strengthen their participation in managing the country’s oil sector. AFIEGO is using RWI support to organize a workshop where members of parliament (MP) and citizens from oil-producing regions can discuss community concerns and learn about the current state of oil sector management in Uganda. At two additional multi-stakeholder workshops, participants from oil regions are studying the petroleum value chain and discussing AFIEGO’s analysis of the Petroleum Resource Management Bill. AFIEGO is also identifying the most effective ways to promote the adoption and implementation of the Extractive Industries Transparency Initiative (EITI) in Uganda in order to provide guidance to the government.

Although certain MPs have requested input from CSOs on the Petroleum Resource Management Bill and a number of oil agreements, they have not responded to CSO comments or finalized the legislation.

AFIEGO works to raise awareness of oil industry issues and develop the Publish What You Pay Uganda coalition. RWI has worked with AFIEGO since 2007 as they provided pro bono legal services and capacity building to the people in Uganda's oil-rich Banyoro region with regards to land ownership and management, lobbying and advocacy, EITI promotion, and affirmative action in respect to oil revenues.
