Fundacion Jubileo is strengthening the capacity of four constituencies in Bolivia to monitor and improve the management of oil, gas and mining revenues. With RWI support and technical assistance, and focusing on two hydrocarbon-rich regions, Fundacion Jubileo is training:
- civil society organizations to participate effectively in the public policy process;
- local government officials to understand the state of hydrocarbon-related industries in their region; and
- indigenous groups to understand their compensation rights for environmental damages on their lands.
On the national level, Fundacion Jubileo is introducing parliamentarians to international transparency tools and discussing how they can be applied in Bolivia.
Bolivia has not become a member of the Extractive Industry Transparency Initiative (EITI), but it has demonstrated interest in participating. Revenue distribution and spending patterns at all government levels remain ineffective and non-transparent.
Fundacion Jubileo conducts research and advocacy work on the hydrocarbon industries and public budgeting with the goal of strengthening social monitoring and oversight mechanisms and fighting inequality and poverty in Bolivia.
