In 2007 RWI provided financial support to the Agency for Cooperation and Research in Development (ACORD) in Tanzania to build multi-stakeholder collaboration for promoting transparency in the mining industry. The project was intended to address concerns about oversight of local revenue receipts and expenditures for social services and development projects.
Tanzania's mineral sector has experienced a boom in recent years, with sharp production increases making it a world-class source of gold. Tanzania was accepted as an Extractive Industry Transparency Initiative (EITI) candidate country on February 16, 2009. Civil society dialogues on resource revenue transparency are emerging and as such, RWI believes that the country is a prime candidate for civil society capacity building.
RWI's project with ACORD emphasized the multi-stakeholder, participatory approach to EITI, by proposing to work directly with companies and the government, which is an important priority for both the initiative and RWI. The implementation strategy includes the signing of a Memorandum of Understanding by all non-state actors and a collaborative agreement with local government authorities, which should lead to concrete, longer-lasting relationships. The ACORD team conducted a baseline study to initiate understanding of resource revenue transparency and facilitated capacity building for partners on norms of good governance in the extractive industries, corporate social responsibility and citizen rights.
The project's main goals included establishing a multi-stakeholder network to spread awareness about transparency in mining operations and revenue management, including mapping of partners, meetings with sub-national and local government, and monitoring; developing a communication strategy to facilitate EITI information dissemination; and establishing institutional linkages with regional and international networks on promoting good governance in the extractive industries through transparency and accountability.
