China, often portrayed principally as a massive importer of natural resources, is also a major producer of oil and gas as well as a wide variety of minerals. Development of China’s domestic extractive resources is dominated by a number of state-owned enterprises (SOEs), including China’s three national oil companies (NOCs). China is not, in general, characterized by a high degree of transparency, and this certainly extends to the extractive sector—both in its domestic and international activities.

Extractive Industries

Recent analyses have focused on China's major role as an importer of extractive resources, but China is also a sizeable minerals producer in its own right, including just over 1% of the world's oil—putting China ahead of such recognized producers as Mexico, Brazil, Algeria and Angola—as well as 2.46 billion cubic meters proven gas reserves and 114.5 billion tons of coal—placing it behind only the United States and Russia in coal reserves.
