The Revenue Watch Institute (RWI) seeks legal and economic experts for a variety of short- and medium-term assignments related to promoting equitable contracts, strong legal and fiscal frameworks, and public accountability in the oil and mineral industries worldwide. RWI provides technical assistance to governments and support to civil society groups, and is seeking to deepen our pool of experts available to contribute to the following types of projects:
- Analyses of draft oil and mining legislation and contracts, to determine their concordance with international best practice and the national interest of resource-rich countries;
- Oil and mining contract review processes and negotiations;
- Economic modeling of project returns to governments and investors under a variety of fiscal scenarios;
- Trainings for civil society and government officials on extractive industry legal and fiscal frameworks and good governance.
Assignments will range in length from a week to several months, and will involve travel to resource-rich countries.
Applicants should meet the following minimum requirements:
- At least two years experience researching or working on legal, institutional and/or economic challenges related to using the extractive industries to promote national development;
- Understanding of the dynamics of the oil and mineral industries both from a business and a national-development perspective;
- Ability to read and analyze technical legal and economic materials;
- Experience working in developing countries with challenging institutional settings;
- Excellent communication skills;
- Excellent program management and coordination skills;
- Master's degree or higher.
The following will be required for some assignments, though not for all:
- Law Degree or advanced degree in economics or finance;
- French language ability;
- Experience participating in negotiations of extractive-industry contracts;
- Financial modeling skills;
- Experience working in sub-Saharan Africa;
- 5+ years extractive industry experience.
