Peru: Monitoring Natural Resource Revenues in the Context of Decentralization
In collaboration with OSI's Latin America Program, Revenue Watch has provided continued support for Grupo Propuesta Ciudadana (GPC), a network of 11 NGOs focused on decentralization, with an emphasis on civil society participation, technical assistance and sub-national capacity development.
GPC's Sistema Vigila Peru monitors the performance of 10 Regional Governments regarding expenditures, policies, participation, transparency, health and education.
Vigila Peru also monitors the generation, distribution and use of the fiscal resources created by the extractive industries. Regional and National Monitoring Reports are produced twice a year using a variety of transparency mechanisms along with reports provided by the sub-national authorities and the companies in response to GPC requests.
The Vigila Peru reporting process produces a wealth of additional grassroots-oriented materials for dissemination. The project also includes advocacy for new policies and regulations and capacity-building for other civil society organizations.
Revenue Watch, GPC and OSI seek to provide technical assistance and help develop similar monitoring institutions in Bolivia, Columbia and Ecuador, and to promote comparative analysis and experience sharing among other regions' participatory management experiences.

Financial Summary
Revenue Watch and our partners engage in increasingly diverse forms of public finance monitoring, including service delivery, participatory budgeting, and aid and expenditure tracking. Our partners are coalescing into an indigenous-led network of non-governmental organizations at the forefront of the battle against corruption and abuse of the public interest.
Grant-making is RWI's primary tool for engaging civil society in resource-rich countries and is an important means to motivate, support and build grassroots movements that create sustained local and international demand for revenue and expenditure transparency.
RWI takes a comprehensive approach to improving governance and development across the entire value chain, from the organization of extractive production, revenue generation, and revenue management, and through to the expenditure processes and national development outcomes.
