Kazakhstan Revenue Watch and Budget Transparency and Public Administration Programs

Over the past four years, Kazakhstan Revenue Watch (RWI's longtime local implementing partner) has made huge strides in collaborating with the government on EITI implementation, particularly in their ability to push for a government decree. Due in large part to the local Kazakhstan EITI Coalition, the Government of Kazakhstan issued a decree in late 2006 obliging companies operating in country to implement EITI and making endorsement of the initiative by companies a condition for the awarding of future contracts. In 2007 RWI continued to provide general program support to KRW and the Budget Transparency and Public Accountability program of the local Soros Foundation to carry out activities aimed at promoting revenue transparency, analyzing the government's economic policies and long term investment strategies, and initiating public debates and open forums.

Specific projects to be executed with RWI and OSI support include: production of an alternative report assessing EITI implementation in Kazakhstan; hosting the semi-annual Regional PWYP coalition conference; small grants to NGO's for capacity building and advocacy projects (pipeline monitoring, downstream inclusion, National Fund expenditures); series of journalist workshops; participation and research for the "Measuring Transparency Index"; research on transparency and consultation policies of MDBs; a documentary film investigating the relationships between extractive companies and local communities; and research and policy papers on the state's economic policy and investment strategy.

PARTNERS

Revenue Watch and our partners engage in increasingly diverse forms of public finance monitoring, including service delivery, participatory budgeting, and aid and expenditure tracking. Our partners are coalescing into an indigenous-led network of non-governmental organizations at the forefront of the battle against corruption and abuse of the public interest.

GRANTS

Grant-making is RWI's primary tool for engaging civil society in resource-rich countries and is an important means to motivate, support and build grassroots movements that create sustained local and international demand for revenue and expenditure transparency.

PROJECTS

RWI takes a comprehensive approach to improving governance and development across the entire value chain, from the organization of extractive production, revenue generation, and revenue management, and through to the expenditure processes and national development outcomes.
